This morning I read an article regarding a deal to improve prison healthcare. The proposed agreement still has to be accepted by the federal courts and the Legislature. The court appointed receiver’s plan includes building two prison hospitals to accommodate 3,400 prisoners. It would cost $1.9 billion. The original plan consisted of building 7 medical centers that would house 10,000 inmates, which would cost $6 billion. The court appointed receiver, J. Clark Kelso, stated that the state’s declining financial situation was one of the reasons his office and the state worked together to resolve the legal dispute swiftly. The court determined that on average, the quality of care was so poor that neglect or mistreatment was accounted for the death of at least one inmate a week. I think that this is the humane and right thing to do. Even if they are criminals they still deserve decent medical attention and treatment. I feel that the deal they worked out is appropriate.

Today I read about a volunteer lady accused of selling donations. A San Ysidro woman accused of selling and stockpiling toys donated for needy children told an investigator that she was saving those toys for leaner times. Virginia Prieto Kelly said she gives the toys away like water and that they give them away all year round. She now faces criminal charges including grand theft and embezzlement. If convicted, she could be sent to prison for up to four years. Authorities began investigating Kelly in December after foster mother who requested toys from Kelly complained to the county after Kelly denied her request. Sal Campos, an investigator, testified that he spoke with a woman who had lived with Kelly for more than 10 years, who said she was asked to sell toys to neighbors. Campos said another woman, identified as Kelly’s adopted daughter, corroborated the allegations. Campos said he met with Kelly at her home earlier this year and asked if she kept any toys there. When she said she did not, Campos asked for permission to search the residence, but Kelly refused. Campos said she became extremely flustered and stated she had a doctor’s appointment and that they had to leave. Later, investigators saw Kelly and others loading boxes and bags into two cars and unloading them at a Chula Vista storage facility. Kelly said she lied because she was scared, but its obvious she’s guilty. Investigators seized more than 11,000 toys.

In today’s paper I read about how San Diego Councilwoman Sherri Lightner is REGISTERING an alternative to a plan to oust an entrenched seal colony from the Children’s Pool beach in La Jolla. Instead of using recordings of barking dogs, real dogs are set to be in PROPORTION to the anti-seal plan. A proposition to turn the man made cove into a dog beach as a way to disperse the roughly 200 seals that reside there is of great appeal. In another story, a San Ysidro woman accused of stockpiling and selling toys donated for needy children told an investigator she was saving some of the best toys to give away during leaner times. Virginia Kelly, president of the Latino Foster Parents Association, was initially believe to have been part of a money making SCHEME that involved keeping donated toys and selling them for a profit. In this case, however, is seems as if they might have got it wrong. In another story, a former powerboat-racing champion is on trial in El Cajon Superior Court for allegedly trying to burn down the homes of his estranged wife and stepdaughter while they were inside last year. Eugene Remund faces six charges, including premeditated murder and arson. Remund is also accused o trying to burn his stepdaughter’s home in Spring Valley on the same day and shooting himself in the head with a nail gun afterward in an apparent suicide attempt. In another story, as part of a new program fighting against illegal street racing, officers from seven different agencies focused on Chula Vista on Wednesday and ticketed one motorist for driving 105 miles per hour and cited 32 others for illegal street race modifications. County District Attorney Bonnie Dumanis unveiled the program with Chula Vista police last month. The program is aimed at prosecuting drivers and spectators involved in illegal street racing. Dumanis said that her staff had handled over 700 street-racing cases in five years and netted a 96 percent conviction rate. Also participating with Chula Vista police were officers from National City, Oceanside, Escondido, Ontario, the county Sheriff’s Department and the California Highway patrol. In my opinion, the proposition to transform the Children’s Pool into a dog beach to ward off seals is a great idea. It would be a fun time for family’s that would be able to have quality bonding time with each other and their pets. As far as the Remund goes, he should be charged with attempted murder, and should serve a minimum of 20 years in prison. Street racing has indeed become a increasingly dangerous problem, and I am happy to hear that not only our county, but many others in cooperation are taking action towards prosecuting illegal street racers and their spectators.

Today in the news I read about North Korea. U.S. intelligence satellites have spotted a lot of vehicle activity at a North Korean missile silo. This activity is the same seen before previous missile test conducted this year. If North Korea fired this next missile it will be the seventh missile test since its nuclear test early this week. In 2008 North Korea had scrapped its nuclear program to cut a deal with U.S. officials to get economic aid. The deal was halted due to bad communications and deals not being sealed. The U.N. security council is convening to pose tougher and harsher sanctions of the radical nation North Korea. This latest nuclear test was the 2054 test conducted. The rest of the Nuclear test where conducted by the five nations on the security council. The U.S. and South Korean government will be stepping up surveillance over North Korea to keep an eye on this rouge nation. In other news former President George Bush gave a speech to a Southwester Michigan audience. George Bush defend his widely criticized interrogation techniques saying that he kept the nation safer. After the September 11 attacks President Bush said that he “vowed to take whatever steps that were necessary to protect you." The former President says the actions he took where legal and beneficial to the nation. The former President says that the information obtained with these brutal techniques saved lives. The former President would not criticize the new president out of respect for the administration. In world news I read about millions of people across the globe being affected by the climate change. Due to this new climate change millions of people have had to move because the place they where living has become uninhabitable.

Today in the San Diego Union Tribune I read about nothing the paper was boring so I went onto Sign On San Diego.com and read that in Mexico the violence has left severed heads tossed in front of a car dealership, Bodies hurled off a bridge, and Extortion threats against shop owners. It was no secret that the town of Zitacuaro is popular with tourists for its monarch butterfly nesting grounds was in the grip of Mexico's drug trade. The president of Mexico planned a secretive operation by federal forces netted 10 mayors and 18 other top officials in Michoacán state, escalating President Felipe Calderon's battle against cartels ahead of the July 5 national elections. Those men will be charged heavily with more than enough evidence against them. He first launched his national anti-drug campaign after taking office in December 2006, sending thousands of troops to the drug hot spot. the president wants to make sure he is reelected so he can keep fighting the countries evil scheme.

In the Union-Tribune today, A huge PROPOTION of seal’s have clam a beach in La Jolla. San Diego council trying to plan a way to scare the poor seal’s away. The city might make the beach into a dog beach or use a SCHEME that uses a dog bark that would disperse the roughly 200 seals.
The rock ‘n’ roll Marathon was a wild race a man said while finishing first place, he ran for twenty-three miles. You have to be old to REGISTER at the marathon.
The swine flu has 95 death in Mexico City. The swine flu has reach 49 states with a confirmed case.

Today in the newspaper, I read about the dog beach in La Jolla. The beach has a large PROPORTION of seals that are residing near the children’s pool. Officials have a SCHEME that will spread the seals out and will get them away from the pool. Officials plan on using dogs to scare the seals just a bit. At first, they were planning on using dog barking recordings but, they decided that having actual dogs would be more effective. The dogs that visit La Jolla won’t have to be REGISTERED to go since it will now be a dog beach. The beach will soon be able to be used by families again.

I think that the seals don’t bother anyone so why should we bother them. I also think that seals will attract more attention and more people would visit the beach.
